BCP Council is the Local Planning Authority (LPA) for planning in our area. You can make comments on an application here: bcpcouncil.gov.uk/planning-and-building-control/search-and-comment-on-planning-applications

Christchurch Town Council is a Statutory Consultee on planning - you can see how they are involved here or raise a comment for them to discuss as part of their Planning and Place Committee meetings using their comments form (any comments should also be submitted to BCP Council if they affect the application itself).
